Title: INVESTIGATING THE CAUSAL LINKAGE BETWEEN SAVINGS AND INVESTMENT IN INDIA: A GRANGER CAUSALITY APPROACH
Authors: Rizwan Qasim, Dastgir Alam, Jamil Ahmad, Irshad Ahmad and Abid Hussain
Abstract: The present research paper tries to explore the causal relationship between savings and investment in India using a time series dataset spanning the years 1960 to 2021. The entire dataset is divided into two distinct sub-periods: the pre-liberalization (1960–1990) and the post-liberalization (1991–2021). The empirical analysis is done through correlation matrix, unit root analysis, cointegration analysis, VAR Granger causality, and pairwise Granger causality. The correlation matrix indicates that the association between GDS and GDI is positive throughout the duration and sub-periods. Further, the unit root test outcomes exhibit that the variables are stationary at their first differences. The results from the cointegration analysis establish the existence of a long-term relationship between variables, VAR Granger causality test brings to light a one-way connection from GDS to GDI, whereas, the pairwise Granger causality test validates the findings obtained from the VAR Granger causality approach. Overall, the study concluded that the classical notion of planned savings always being equal to planned investment is not valid even after the liberalization of the Indian economy

FINANCIAL SUPPORT AND FUNCTIONAL AGRICULTURE DEVELOPMENT OF SHANXI PROVINCE IN CHINA: DEVELOPMENT BASIS, INFLUENCING MECHANISM AND PROMOTION PATH
Title: FINANCIAL SUPPORT AND FUNCTIONAL AGRICULTURE DEVELOPMENT OF SHANXI PROVINCE IN CHINA: DEVELOPMENT BASIS, INFLUENCING MECHANISM AND PROMOTION PATH
Authors: Xinghua WANG, Shunchen WU, Xiaoli GUO, Tingting LIU and Hao WEI
Abstract: Building a functional agricultural province is a key measure for Shanxi Province to comprehensively promote high-quality agricultural development. Based on relevant theoretical foundations and research literature, identify the existing development foundations such as the whole industry chain of functional agriculture, regional brand demonstration, integration of scientific research resources, and construction of characteristic production bases, and systematically sort out financial support to help functional agriculture through financial subsidies, tax incentives, and loan support in Shanxi Province. The mechanism of agricultural development and a feasible path for the development of functional agriculture are proposed. Research results show that the development of functional agriculture in Shanxi Province faces development bottlenecks such as insufficient industrial chain coordination and value-added, heterogeneity of agricultural products and ambiguous regional brand positioning, prominent shortcomings in investment in scientific research elements, and lagging follow-up support for characteristic bases. Based on this, it innovatively proposes a package of policy support for the development of functional agriculture, build a value co-creation system between leading enterprises and the whole industry chain, use geographical indication resources to shape regionally featured brands of products, focus on deep integration and innovation of big data across the whole industry chain, and fully integrate key advantageous resources. It aims to cultivate and support the characteristics of the park to provide feasible decision-making support for the high-quality development of functional agriculture in Shanxi Province.

ECONOMIC EFFICIENCY OF SMALL-SCALE IRISH POTATO FARMERS IN NIGERIA AND KENYA UNDER THE POTATO INITIATIVE AFRICA PROJECT
Title: ECONOMIC EFFICIENCY OF SMALL-SCALE IRISH POTATO FARMERS IN NIGERIA AND KENYA UNDER THE POTATO INITIATIVE AFRICA PROJECT
Authors: Hudu, M. I., Abdulsalam Z., Ojeleye, O. A. and Omokore, D. F.
Abstract: The study assessed the economic efficiency of small-scale Irish potato farmers in Plateau State, Nigeria, and Nyandarua County, Kenya. Multi-stage sampling procedure was adopted to select respondents in the study locations in both countries. A total of 295 small-scale Irish potato farmers were interviewed, 188 from Nigeria and 107 from Kenya. In both countries, however, farmers interviewed were beneficiaries of the Potato Initiative Africa Project. Data were subjected to stochastic frontier analysis to obtain the results of the study. Production efficiency measurement informs investors on the efficiency of input utilization based on a given output. Efficiency is further grouped into technical, allocative, and economic efficiencies. Technical efficiency measures the effect of the inputs on a given output and other factors that might affect efficiency. Allocative efficiency measures the cost effect on the total monetary value of the output and finally, economic efficiency gives the overall efficiency of a given farmer. The study infer that farmers in both countries have some level of inefficiencies which was seen to be added by some of their demographic variables. Inefficiencies were seen to also exist among farmers in both countries with respect to production input usage. In Kenya, the use of agrochemicals was seen to have significantly and positively affected Irish potato output. The study recommends that Farmers in Nigeria are encouraged to copy from farmers in Kenya and adopt an integrated disease management system.
