Title: RESILIENT DIGITAL PUBLIC INFRASTRUCTURE IN INDIA: THE TRANSFORMATIVE POTENTIAL OF AI AND BLOCKCHAIN
Author: CMA (Dr.) Shilpi Gupta
Abstract: The government of India’s Digital Public Infrastructure (DPI) has come to impressive scale, as seen in the 144 crore digital identities, 62 crore users of Digi Locker, 21.7 billion monthly UPI transactions in 2025 and the Ayushman Bharat Digital Mission (ABDM). However, the challenge of the coming decade is the maintenance of authentic, inclusive and resilient DPI service delivery every day, to 1.4 billion people across India, specifically those living in rural, linguistic, and economically vulnerable communities. The paper reflects the India AI Mission, the National Blockchain Framework (NBF), BHASHINI, Agri Stack, Unified Lending Interface (ULI) along with state-level blockchain pilots, highlighting the ability of AI to offer adaptive, predictive coverage intelligence and blockchain to offer structural belief and last-mile authenticity. Eight coverage dimensions are assessed in terms of current coverage, contribution of the AI, contribution of the blockchain and gaps. The author concludes that keeping DPI coverage is not separate from the smart and trustworthy infrastructure which AI and blockchain can offer together.
